He can very easily tower over most Pokémon, which is good to intimidate most bullies, but also to reach things high up for those too short to get them.

Even if he's no longer part of a rescue team, he's kept his recognizable cloak/cape and continues to wear it in public. He just lacks his old badge.

Lacking a team, the courage, and wracked with fear, he's chosen to retire from being a rescuer.
