“Feds arrest Victorville man accused of paying Skid Row signers to forge voter names on California ballot petitions”

James Brass, 47, known as “Lord,” was taken into custody by the FBI on September 10 after leaving his home around 4:45 a.m. Agents followed him to a gas station and arrested him about 6 a.m.

Prosecutors say Brass ran Pinnacle Brass and, with two co-defendants, used voter-roll data, paid homeless people on Skid Row a few dollars each, and had them sign initiative petitions in the names of real registered voters.

They allege he was paid about $41,000–$41,600. Charges: conspiracy to commit identity fraud in furtherance of a state felony. Brass pleaded not guilty and was released on $10,000 bond.

This is not the same thing as California’s legal mail-ballot collection. The state does allow third parties to collect and turn in already-voted mail ballots. What is alleged here is forging signatures to help qualify ballot measures.

The exact number of fake signatures and which measures were targeted has not been publicly pinned down. That matters. So does this: if you make it easy to gather signatures for pay, and easy to hide who signed, you invite exactly this kind of scheme. Charges are not a conviction. The case should be tried in court — and California’s petition and mail-ballot rules should be tightened so “a few bucks on Skid Row” is not a business model.
