Just days after the Chicago Board of Education approved a budget that relies on $150 million in state funding, a Chicagoan found usable books and school supplies sitting in a dumpsters.

At Esmeralda Santiago Elementary, now operated by CPS, usable Dr. Seuss books and classroom supplies were found in dumpsters because they reportedly didn't meet CPS's standards.

The budget isn't the problem—CPS is.
