Have check in points every 3 holes (and then maybe every hole on 16, 17, 18) and have a time par. Time par will vary based on course and hole structure.

An additional shot for each subsequent check in that is out of position. Then, IF they are back in position at the next check in or by the end of the round, the penalty shot (or shots) come off and they get their shot(s) back.
