The employment of foreign nationals is regulated by the Department of Employment and Labour. South Africans must be prioritised for employment opportunities especially when there is no supporting case for scarce skills.

The establishment is operating as a brothel without approved building plans without meeting Emergency Services requirements and without a Certificate of Occupancy COA.
In addition the premises has three dogs in an area zoned for business which is a direct violation of municipal regulations. Night clubs and brothels are regulated industries and we cannot allow lawlessness or the undermining of our city bylaws.
It is also important to highlight that the owner of Pavilion Hotel is the same owner of Iphi Ntombi which will undergo the same scrutiny and enforcement measures.
Our mandate is clear ensure compliance protect our communities and uphold the integrity of the City of Tshwane.
