आज तक का वीडियो जिसको Quote किया गया है उसमें वो FATF का Online Gambling पर आए आर्टिकल की बात कर रहे है और Indian Government के उठाए कदम की बात कर रहे है।अब जानते है कि Government के उठाए ��दम का क्या फायदा हुआ।

नीचे जो वीडियो है वो सिर्फ एक Instagram Reel नहीं है, यह एक बड़ा regulatory सवाल है।

वीडियो में @tijara_vines01 जैसे बड़े influencer के Instagram content से Telegram channel तक users को ले जाते हुए betting/“live number prediction” से जुड़ा content ��िख रहा है। Telegram पर “Live Number Prediction”, “Win Go 1 Minute” जैसे पोस्ट और registration link दिखाई देता है; एक पोस्ट में users को “high deposit” के लिए तैयार रहने को भी कहा गया है। वीडियो में VeerGame24 का registration link भी साफ दिखाई देता है।

सवाल इसलिए गंभीर है क्योंकि Instagram भारत में करोड़ों लोगों तक पहुंचता है और Meta खुद मानता है कि उसके प्लेटफॉर्म पर teens मौजूद हैं। भारत में Instagram Teen Accounts और age-appropriate content protections भी इसी वजह से बनाए गए हैं।

ऐसे में अगर किसी बड़े influencer के ज���िए gambling/betting ecosystem तक users को Instagram → Telegram → betting platform की chain में ले जाया जा सकता है, तो सवाल सिर्फ एक influencer का नहीं है, platform accountability, advertising enforcement, age protection और regulatory monitoring का है।

और यह सवाल PROGA/Promotion and Regulation of Online Gaming Act, 2025 के संदर्भ में और महत्वपूर्ण हो जाता है। इस कानून में online money games की offering, operation, facilitation, advertisement और promotion पर रोक का प्रावधान है और कानून विशेष रूप से youth तथा vulnerable populations को adverse impacts से बचाने की बात करता है।

फिर भी अगर Instagram पर promotion दिखाई दे और उसका funnel Telegram तथा betting platforms तक जाता दिखाई दे, तो enforcement mechanism की effectiveness पर सवाल उठना स्वाभाविक है।

और ठीक इसी समय FATF ने 9 सितंबर 2026 को gambling sector पर अपनी नई रिपोर्ट जारी की है।

FATF ने illegal gambling को sector के significant risks में शामिल किया है और illegal/unlicensed offshore operators को विशेष चिंता बताया है। रिपोर्ट online और cross-border platforms, multiple payment channels, anonymous/rapid transactions, suspicious betting patterns, multiple identities/accounts और complex ownership structures जैसे risk indicators को रेखांकित करती है। FATF ने यह भी कहा है कि gambling ecosystem social-media platforms और दूसरी digital services से जुड़ा हुआ है, जिससे regulators के लिए enforcement और monitoring अधिक जटिल हो जाती है।

इसलिए सवाल सीधा है:

अगर Instagram से Telegram और Telegram से betting platform तक पूरा funnel खुले तौर पर दिखाई दे रहा है, तो इसकी monitoring कौन कर रहा है?

ऐसे influencers के खिलाफ क्या कार्रवाई हुई?

क्या social-media platforms से betting promotion हटाने और repeat offenders को रोकने की कोई वास्तविक enforcement व्यवस्था है?

और अगर PROGA का उद्देश्य online money gaming की advertisement/promotion को रोकना और युवाओं को इससे बचाना है, तो ऐसे खुले promotion के मामलों में सरकार की कार्रवाई और परिणाम सार्वजनिक क्यों नहीं किए जाते?

FATF ने साफ संकेत दिया है कि online और illegal gambling अब सिर्फ gaming का विषय नहीं, बल्कि cross-border financial crime, money laundering और regulatory enforcement से जुड़ा मुद्दा भी है।

कानून बनाना पहला कदम है। असली सवाल है,उसका enforcement जमीन पर और social media पर कितना प्रभावी है?
