A Pima County Sheriff’s deputy, Travis Reynolds, was arrested in a kidnapping case tied to an incident on March 19, 2026, involving a woman taken to the Pima County Jail. According to the probable cause statement, Reynolds allegedly made sexual comments to her while on duty, parked near the jail, removed her from the vehicle, and changed her handcuffs from behind her back to the front.
The report says he later kept her in handcuffs, got back in the vehicle, and smoked a vape pen with her while talking. Investigators say he suggested he could help with her case if she did favors for him, including sex, oral sex, or showing him multiple explicit photos not already on her phone. The woman said he showed her explicit videos, including one he implied involved himself, and that she felt scared, uncertain, and unable to leave.
The woman told investigators she repeatedly said she wanted to go inside the jail, but Reynolds delayed bringing her in. Video from the jail reportedly showed the vehicle arriving around 9:46 p.m., Reynolds changing her handcuffs, sitting in the driver’s seat while holding an object toward the back seat, and not taking her into the jail until about 11:26 p.m.
The report says detectives reviewed Reynolds’ phone and found evidence that corroborated the victim’s account. Reynolds reportedly denied knowing the woman beforehand and said he may have shown her videos but could not remember. The bond recommendation notes no prior criminal history and identifies him as a Pima County Sheriff’s deputy.
This verdict really is going to be a test of the corruption in Massachusetts: With a ton of cops in attendance, does a judge have the ability to look past them and get it right?!

💥I now have a different opinion of Officer Noonan. I think he did the best he could under very difficult & unique circumstances!
💥Since Kelsey says she put the gun to her head and pulled the trigger, he too could have been shot at any moment by shouting and intervening, which likely caused her to look or move towards the direction of his commands. It was a no win situation for all. It was truly the perfect storm. My bad to Officer Noonan for judging him unfairly.
💥I think Officer Noonan is just a genuine tough guy, who couldn’t properly explain his emotional state at that moment, because he has to stuff it down to do the jobs he’s done.
💥He’s a veteran, a 20+ year cop, and SWAT, so his emotions will never show like everyone else’s. I hope he and the others present, including Kelsey can heal and move past this mess. I’m sure even Kelsey doesn’t really fault Noonan.
💥Hopefully Kelsey is NOT GUILTY. Then Noonan, Kelsey and the others should have a reunion after so they can all heal, and put this mess behind them.
