Let me offer you a VERY basic civics lesson.

The House already passed the budget. Speaker Johnson has to wait on the Senate to approve a bill.

The Senate is stuck because the Democrats won't vote to approve a bill. There's NOTHING Speaker Johnson can do in the mean time.
