Hospitals have these huge boards made up of important local people, whose wheels gets greased by their symbolic board position.

The other thing it took me decades to figure out, why hospitals had these decades long, continuous, non-stop construction projects. As "non-profits" they can't hold on to cash. Hence they are forever building and adding on.

Ames' Mary Greeley re-built an entirely new building on the same location, rather then build a west location.
