Stronger States. Stronger Mines. Stronger India.

The MMDR Amendment Bill, 2026 rests on a simple proposition:States will continue to receive 90 paise of every mining rupee from mineral production

The record of the last decade proves it. Revenue accruing to States from mineral production has risen 354% between 2014 and 2026. More than ₹7 lakh crore has flowed to the States from the mining sector, including coal. In 2025-26 alone, States earned ₹1,14,549 crore from minerals the highest figure ever recorded. The States' share in total mineral revenue has climbed by roughly 28 percentage points in ten years. More than a decade ago states got 65 paise of every mining rupee. Today, approximately 90 paise of every mining rupee stays with the State in which the mineral is found.

This is the outcome of a deliberate policy of revenue maximisation transparent auctions, expanded production, and a steadily widening base of operating mines.

The MMDR Amendment Bill, 2026 intends to protect and extend that trajectory. It replaces a fragmented and unpredictable levy structure including levies applied retrospectively with a single, stable, forward-looking framework. Royalty continues. Auction premium continues. District Mineral Foundation contributions continue. The States' GST share continues. Every existing stream of State earning is preserved exactly as it stands.

Minor minerals stay entirely outside the scope of this Amendment. Sand, Gravel, Clay, Silica, Granite, Marble, Gypsum, Laterite and the rest of the minor mineral category remain governed as they are today, under State rules and State rate-setting. This is the segment closest to the State's own administration and its district economies and this Bill does not touch it. The framework applies to major minerals alone.

A predictable framework is therefore a mechanism by which a State converts its geological endowment into an annual, compounding revenue stream.

‘हर घर तिरंगा’ अभियान के तहत सीसीएल हजारीबाग क्षेत्र में भव्य पदयात्रा एवं बाइक रैली का आयोजन किया गया। देशभक्ति के जोश और उत्साह से सराबोर इस रैली में सीसीएल के अधिकारियों, कर्मचारियों एवं सुरक्षाकर्मियों ने बढ़-चढ़कर भाग लिया। “भारत माता की जय” और “वंदे मातरम्” के जयघोष से पूरा चरही कोयलांचल राष्ट्रभक्ति से गूंज उठा।

रैली के दौरान मुख्य बाजार, जीएम कॉलोनी एवं आसपास के क्षेत्रों में लोगों को अपने घरों पर तिरंगा फहराने और ‘हर घर तिरंगा’ अभियान का हिस्सा बनने के लिए प्रेरित किया गया। यह आयोजन देश की एकता, अखंडता और तिरंगे के प्रति सम्मान की भावना को मजबूत करने के साथ-साथ नागरिकों में राष्ट्रप्रेम और कर्तव्यबोध का संदेश देने का सार्थक प्रयास रहा।

Under the auspices of the Ministry of Coal, the Vigilance Department of CCL, in association with the Operations department, CCL and command areas of CCL has initiated a specialized inspection campaign across CCL mines aimed at evaluating unauthorized entries and exits. Commencing today, this drive will span the next few days.
The primary objective of this initiative is to bolster the security of coal resources and safeguard critical assets of CCL.
