Economy consists of acting individuals towards their ends. If there are empyrical rules that can be found, it would imply that people who are aware of these rules are inclined to use them towards their ends... since rules are found in an economy which does not have any empyrical knowledge knowing individual, these rules do not work anymore. Therefore one cannot find any empyrical rules in an economy. Only axiomatic knowledge exists.
It requires quite severe delusion to think an economy can be understood by way of empirical observation and direct measurement. After all, most things that people act on and react to in an economy are social, informal institutions that are intersubjectively understood.
