How come muslims don't follow the quran?

In Surah Al-Mumtahanah 60:8, the Quran states: "Allah does not forbid you from dealing kindly and fairly with those who have neither fought you for your religion nor driven you out of your homes. Surely Allah loves those who are fair."

In Surah Al-Anfal 8:61, Muslims are instructed to make peace if their adversaries also desire it: "And if they incline to peace, then you also incline to it and put your trust in Allah. Indeed, He is the Hearing, the Knowing."

But then again, I don't think most religions follow what's in their particular book
