Haven't tried Mastodon yet, but it sounds like a modern day version of the User Groups some of us were using long before the advent of social media platforms like Twitter and Facebook.

Curtails citizens' right of movement,

It would appear the government prefers to spend £millions of taxpayers' money on accomodating asylum seekers in privately owned hotels, rather than employing enough staff to process their claims.
