Posts you created can be permanently deleted so nobody can ever see them. Deleting a post also deletes its plain retweets. Retweets with comments stay, but only the comment is seen - the content is shown as deleted.
To delete a post, click the top right '...' & click 'Delete'.
Do you really follow people rigorously? Go through your notifications area. Hover over each account icon. Follow anyone there who you have not already followed. There is a higher chance of people following you if they have previously liked or retweeted your content.
Hashtags? They group posts around a topic so its easily found. Hashtags combine keywords/phrases fronted by the '#' (no space/punctuation). '#' in front of the words 'social & media' makes a hashtag #socialmedia. Capitalise 1st letters of words for easy reading. So #SocialMedia
Post on X(Twitter) as often as you can. If you are focusing on a campaign or customer base, about 5 to 20 tweets a day is fine. Much more than that and your account may put some people off. It may vary account subject as well. So, be sensitive to your followers needs and wishes.
Follow people back. If you follow each other the relationship is stable. If they follow you and you don't follow back they will easily leave your account. Not following back lots of people makes your 'follower' numbers unstable. Not good for growing your account.

Proofread & fact-check every Tweet. Catch typos, missing words/letters. Correctly punctuate. User shorter words - check a thesaurus. Double check you have used the correct meaning. Avoid obscure or old fashioned words & phrases. Fact check everything, especially graphics.
Start X(Tweet)s with a sharp headline. Make them a concise, compelling article summary. Using a few words aimed at enticing readers in to read the story. The rest of your Tweet expands on the main points you want to make. Provide context, information & a link for more info.
DON'T make all your tweets about one person. In law that can be construed as stalking. Additionally, on X(Twitter) it can be construed as a 'hate' account. X(Twitter) may punish you for that. Be sure to say plenty about other people & things.
Make clear calls-to-action in your X-tweets. Every time you Tweet, ask "what do I want readers to do?" then write that. Tell your readers to comment below, to follow you, or to sign up today - whatever.
Don't be shy. Make your intentions clear. Help the reader.
You can choose to make your 'X List' Public or Private. If set to public, anyone on Twitter can see it & subscribe to it. If set it to Private, only you see it. Be safe. Set to Private for friend-related for personal Tweets. Always keep personal info private on social media.
Never exceed the twitter "follow" limit of 400 in a 24 hour period. Make sure you spread them out over a wide timescale in that period. Bunch them together & you will be locked out for a period, usually starting at 3 hrs. Longer later. Continue and your account could be closed.
Twitter (X) has good days & bad days. Fridays are good days to tell your friends to follow others. Saturdays/Sundays are busy days - do lots of following. Mondays/Tuesdays are quiet. Do good news posts then. Wednesday & Thursday - great days to do unfollows.

Following will begin to be restricted from about 4.5k. Clean up again. In fact, you should clean up your account at least once a week. Wednesday & Thursday are good days to clean up. Pick one of those days and unfollow some deadweight accounts.

To turn your Twitter account around, you should do one thing now: Unfollow anyone who doesn't follow you.
So, go to the bottom of your 'Following' list, and work your way up. Clean out anyone who is deadweight in the account. You will have more space to follow others.
