We need to accept a few things here:

1. Rockstar Games go for a stylised version of realism with exaggerated lighting and colours. Not pure realism.

2. Realism is not "slop" - slop is low effort, quickly made, and crafted without care. Unless you're using premade effects, realism is not that. It still requires art direction, especially the way Rockstar achieves their style.

3. We gotta stop calling all the things we don't personally enjoy "slop" because it's losing all meaning.

4. Night City is a gorgeous city and while it's a vibe I actually prefer to GTA in terms of style and aesthetic, that doesn't devalue the art of Rockstar's games. It's a different genre, during a different time period in a timeline that split from ours long ago. However in terms of graphical art style, Cyberpunk 2077 still aims for realism in a similar exaggerated way as Rockstar.
