The discussion centred on governance, defence transformation, capability development and the practical choices needed to strengthen Africa’s preparedness for an increasingly complex security environment.

Yesterday, we welcomed Bill Gates and the @gatesfoundation delegation to Irembo Campus, alongside leaders from across Rwanda’s digital ecosystem, including MINICT, RISA, NIDA, BK Techouse, RSwitch, NCSA and C4IR.
We shared how Irembo is building citizen-centred digital public infrastructure by combining accessible services, community insight and technology designed around everyday needs.
Live demonstrations traced complete service journeys, while our discussions explored the potential of AI, including Kinyarwanda large language models, AI-enabled public services and more connected digital life journeys across Africa.
The next chapter of our partnership with the @gatesfoundation will focus on expanding Irembo’s capabilities in AI and Digital Health, and translating Rwanda’s experience into inclusive solutions that can create impact at greater scale.
DPO Rwanda’s engagement with @ODPC_KE reaffirmed our commitment to stronger data protection across borders. Through shared learning, we’re building stronger institutions and partnerships.

Today at the CyberHub, NCSA concluded a ten-week training program for 25 trainees on Cyber Defense and Response, as part of ongoing efforts to boost national cybersecurity capacity.
The training covered core areas of cybersecurity, threat monitoring, incident response, and digital forensics, culminating with the presentation of a hands-on capstone project.

Today, NCSA Chief Cybersecurity Standards Officer Ghislaine Kayigi joined a panel on "Emerging Risks and Institutional Response to Technology-Facilitated Gender-Based Violence in Rwanda," organized by @ABA_Rwanda in partnership with @PlanRwanda.
She highlighted NCSA's role in safeguarding Rwanda's cyberspace through key frameworks: the Cybercrime Law, Rwanda's Data Protection and Privacy Law, and the Child Online Protection Policy.
During the panel discussion she called on organizations to clearly specify age groups for their content, urged internet providers to strengthen child-access filters, and stressed the importance of responsible use of AI.
She added that "Everything you put online stays online" and called on all stakeholders to be thoughtful, responsible, and proactive about cybersecurity.
Panelists agreed on the path forward — continuous awareness, verifying information before sharing, and reporting suspicious online activity. They called on policymakers, families, schools, and citizens to work together in building a safer digital environment.
