Tunnel run, loud cars & riding on pavement response - Public Space Protection Order (PSPO) e-petition plan
The Westfery Circus tunnel runs are becoming a regular opccurance, last night a new? Essex-based group organised a meet
They stopped a D7 bus from entering Westferry underground roundabout so that they could have the roundabout to themselves for awhile
A Police van was later seen driving through but did not seem to act
The tunnel runs cause late-night noise for nearby residents, slow down emergency vehicle's response times, block traffic, and are a possible cause of an accident in one of two main access points for the densest area in the UK with around 50,000 residents
These events are becoming more frequent (almost every 2 weeks now rather than 4 times a year when organised by the Essex-based group on Facebook which we could spot in advance and warn the Police etc about)
They have been going on for at least 15 years now, see Youtube videos from 2008
And as yet there has never been a formal organised response from the Council and Police, in part because these activities are mostly ASB not criminal (but the Police do have powers they could use, they once closed the tunnel to all traffic except local residents)
There are some partial solutions that could give the Police and Council more powers to act:
-Public space protection order (PSPO) which can be used to deal with ASB by allowing Police and Council staff to issue £100 fines if a specific rule is broken i.e. revving engine inside a tunnel. Newham Council used one to deal with car racing by the airport

-CCTV cameras inside the tunnel
But a PSPO can be used for other vehicle-related ASB as well, for example
-Delivery scooters driving on pavements
-Noisy cars
-Driving with NOX canisters inside a car (already banned by another PSPO but I worry about its renewal)
What else?
I plan to write an e-petition asking the Council to introduce a PSPO targetted at vehicles causing ASB in the Borough and then ask you to sign it
What else should a PSPO cover as regards vehicles (cars, vans, motorbikes)?
@N13lCl @HarryHamishGray I can explain it to you but if you don’t understand basic physic it’s going to be hard. It has something to do with speed and weight.
@NoMoreBikeLanes@MikeyCycling Law enforcement is nowhere to be seeing. People don’t do this for fun but out of desperation hoping to see a change one day.
