Finally - no pros allowed. If you declare, you're also out. No more limbo. You either stay, or leave. If you already signed a contract outside the NCAA, you're gone. Only exception is to support your country in an Olympic event.

Things I would like to add to the NCAA/Congress Monopoly.
1- students become employees
2- players association
3- scholarship restructure
4- clear violations and punishments
5- change to revenue share and rights
6- ability to streamline changes

#6- if there is a glaring issue in the rules, streamline the change. Allow emergency meetings and votes to correct the problem. Do not wait for a million court filings before changing something.
