Everyone and every country has its limits. According to your logic, countries without nuclear weapons might as well disappear because every time a nuclear power invades, they should just surrender. How did the Soviet Union collapse? Wasn't the Soviet Union a nuclear power? If nuclear powers can invade at will, then Canada wouldn’t need to exist either.
