This isn’t a story about one bad actor. It’s the same pattern documented in Discovering the Club: institutions meant to protect children too often look the other way — until public pressure or new laws force their hand.

Texas just passed legislation (HB 4623, SB 571) making it easier to hold school districts accountable and requiring faster reporting. It’s a start. But the numbers tell us the system is still catching up to the problem.
