Hydra can handle 7000 TPS without needing any token. The number of Heads is uncapped.

Hydra Head users validate transactions with each other for free. The incentive is not to be cheated by others.

L1 coins serve as a resource for decentralization and an incentive for fair behavior.

Most L2s that exist do not need any tokens. Especially the centralized ones.

L2 tokens are not usually used either for decentralization or as an incentive for the honest behavior of participants. Therefore, they often make no sense.

The existence of L2 tokens usually takes value away from L1. Money flows where there are users, i.e. network effect.

It may seem irrational, but the success of L2s doesn't transfer much to L1 value yet.
