By afternoon, the entire city faced a major crisis with widespread water outages. Despite the city’s CodeRED emergency notification system, over 200,000 residents under a ‘boil water’ advisory were left uninformed for hours. “We found out through Reddit and Twitter,” a Richmond resident told Drop Site News.
