UPI को दुनिया के सामने भारत की डिजिटल क्रांति बताया गया था… फिर अब इसी UPI को महंगा करने की जरूरत क्यों पड़ी?

15 अक्टूबर से ₹2,000 से ऊपर के चुनिंदा UPI merchant transactions पर 0.4% MDR लागू होने जा रहा है, जिसकी अधिकतम सीमा ₹300 प्रति transaction होगी। सरकार कह रही है कि यह ग्राहक से नहीं लिया जाएगा, बल्कि merchant देगा।

लेकिन असली सवाल यहीं से शुरू होता है।

अगर किसी दुकानदार को हर बड़े UPI payment पर अतिरिक्त लागत देनी पड़ेगी, तो क्या वह लागत हमेशा अपनी जेब से उठाएगा?

Electronics, automobile, furniture, बड़े textile orders, wholesale और दूसरे high-value कारोबारों में ₹2,000 से ऊपर का transaction सामान्य बात है।

व्यापारी के पास आखिर तीन रास्ते होंगे—
➡️ अपना profit margin कम करे
➡️ अपनी pricing में लागत adjust करे
➡️ या ग्राहक को cash/दूसरे payment mode की तरफ ले जाए।

कागज पर charge merchant का हो सकता है, लेकिन अर्थव्यवस्था में लागत अक्सर कहीं न कहीं आगे transfer होती ह���।

सरकार कहती है कि UPI free रहेगा और लगभग 96% P2M transactions प्रभावित नहीं होंगे।

लेकिन सवाल यह है कि UPI को scale करने, cybersecurity और infrastructure की लागत का बोझ उसी digital economy पर क्यों डाला जा रहा है जिसे सरकार खुद देश की सबसे बड़�� digital success story बताती रही है?

क्या सरकार को यह सुनिश्चित नहीं करना चाहिए कि डिजिटल भुगतान को बढ़ावा देने की कीमत अंततः व्यापारी या उपभोक्ता—किसी न किसी रूप में—न चुकाए?

UPI को बढ़ावा देने से लेकर UPI पर लागत लगाने तक का यह बदलाव सरकार को जनता और छोटे-बड़े कारोबारियों के सामने स्पष्ट करना चाहिए।

Digital India का मतलब यह नहीं होना चाहिए कि
“सुविधा पहले मुफ्त दो और जब जनता उसकी आदी हो जाए तो उसकी लागत किसी और नाम से वसूलो।”

सवाल UPI के खिलाफ नहीं है। सवाल है—इस लागत का असली बोझ आखिर कौन उठाएगा?

NSUI के अध्यक्ष पद के उम्मीदवार विजय शंकर मीणा ने सवाल उठाया कि जब केंद्र, दिल्ली और DU में BJP का प्रभाव है, तो छात्रों के लिए मेट्रो कंसेशन पास अब तक क्यों नहीं आया? हर चुनाव में इस मुद्दे पर वादे किए गए, लेकिन छात्रों को अब तक राहत नहीं मिली। इस बार ABVP के मेनिफेस्टो से भी Metro Concession का मुद्दा गायब है।

NSUI लंब��� समय से Metro Concession Pass की लड़ाई लड़ती रही है और अब इस मुद्दे को और मजबूती से उठाने का संकल्प है।

The most expensive part of a hospital bill may never touch the hospital at all.

A patient admitted for care has no way of knowing whether the price on a medical consumable reflects its actual cost or a markup fixed long before it ever reached the ward. That gap in information is, at its core, a public health issue.

A survey of hospital consumables in Maharashtra found an IV infusion set with a trade price of ₹11.05 carrying a printed MRP of ₹325 ; a markup of 2,841%. A syringe procured at ₹6.75 carried an MRP of ₹57.20. A catheter procured at ₹29.41 carried an MRP of ₹310.

These are not elective purchases. Patients cannot compare prices, seek alternatives, or question a number printed on a box while receiving care and the MRP itself is often fixed upstream by manufacturers and distributors, disconnected from the trade price by a wide, unexplained margin. The result is a system where the party bearing the cost has the least information to evaluate it.

The regulatory gap is structural: scheduled medicines are capped under the Drugs (Prices Control) Order, 2013. Most medical devices and consumables are not leaving both the pricing and the information around it almost entirely unmonitored.

A review of these findings and clear guidelines on the permissible gap between trade procurement price and declared MRP have been recommended to the Department of Pharmaceuticals and the NPPA ; a step toward closing not just a pricing gap, but the information gap patients are left to bear alone.

If the Defence Ministry has little concern for the large number of veterans, the discrepancy in the pay and pensions of Two and Three star officers of all the three services can be easily resolved.
The CDA has the data and the ministry has the judgment to act.
We can certainly avoid litigation and running around the courts to get the basic pay and pension resolved.
