@SkySportsF1 I remember a few years back there used to be a "1st safety car line" that was at the begining or even before the start finish straight that you could start overtaking at. If that were re-introduced then this would not happen again.

However, it's to be expected really, there are no lights or visual confirmation of when to resume racing. What Bottas did was totally within the rules but I would expect those rules to be changed after this.
