**7 World Trade Center — “Rudy’s bunker.”**

Not a basement vault. A **50,000-square-foot emergency command center on the 23rd floor** of a 47-story tower sitting directly north of the Twin Towers, over a Con Edison substation. Opened June 8, 1999. Cost $13–15 million. The press immediately named it Rudy’s bunker / The Nut Shell / Rudy’s Nuclear Winter Palace.

**What was actually in it**

Bulletproof and bomb-resistant walls. Hurricane rating to 160 mph. Its own air supply and 11,000 gallons of water. Kitchen, showers, four bunks plus inflatable mattresses, a smoking room. Video walls so the mayor could watch NYPD and FDNY feeds. Secure phones and a video link that could reach the White House. Designed to pack in 50+ city, state, and federal agencies. Staffed around the clock. Generators and a dedicated elevator good for 72 hours off the grid. The city paid Larry Silverstein about $1.4 million a year in rent.

The OEM also had its own diesel system: a **6,000-gallon tank on the 1st floor** in a 4-hour fire-rated box, plus a 275-gallon day tank and generators on the 7th floor feeding the 23rd-floor bunker. After the collapse, NIST said **no trace of that OEM tank or its fuel was ever found.** Other tanks in the building held tens of thousands more gallons for Silverstein, Salomon, Secret Service. About 23,000 gallons were later pumped out of wreckage. Some never accounted for.

**They were told not to put it there**

1993 already proved the complex was a target. Jerry Hauer, Giuliani’s OEM director, later said he wanted Brooklyn / MetroTech. Giuliani wanted walking distance to City Hall. Hauer and Giuliani have spent years blaming each other for the final pick.

July 15, 1998 — NYPD Intelligence (with Secret Service input) wrote a memo that was not public for a decade:

> “Seven World Trade Center is a poor choice… security of the proposed OEM Command Center cannot be reasonably guaranteed.”

They listed the problems: public access, 23rd-floor location, diesel in the building, huge garage and loading docks, 1993 bomb history, and the Con Ed substation underneath. FDNY separately warned the fuel setup violated fire code and could produce “disaster.” Howard Safir opposed the site. Giuliani built it anyway. Official rationale: Secret Service and other feds were already in the building, so co-location helped.

**Who else was in that tower**

Not just OEM.

- U.S. Secret Service — floors 9–10
- SEC — 11–13 (investigative files on Enron, WorldCom and others destroyed)
- IRS — 24–25
- DoD and CIA space on 25 (per NIST’s tenant table)

That mix is why 7 WTC was never “just another office building.”

**What happened on the day**

The bunker was evacuated. There was **no functioning backup command post**. Giuliani’s group walked north through the dust and reconstituted at the Police Academy with laptops and borrowed phones. 7 WTC burned for about seven hours and came down at 5:20 p.m. — the only modern steel high-rise in the official record to collapse from fire alone, with no plane hitting it. NIST’s 2008 conclusion: debris from the North Tower started fires; a girder walked off Column 79; progressive collapse. NIST also says the diesel did **not** cause it. An earlier FEMA/ASCE draft had leaned harder on burning fuel and the transfer trusses that let the tower sit over the electrical substation. Those two stories have never been fully reconciled in public.

The city’s announcement of the 170,000-page release specifically lists **Law Department records on World Trade Center 7 and its collapse** in the first tranche. That is the legal file on the building that held the mayor’s command bunker, the diesel, and the federal tenants — sitting in the same portal as the Harding memo that counted toxin lawsuits in October 2001.

City just dumped 170,000 pages it spent 25 years saying it didn’t have.

68 boxes “lost” in a DEP office. Copies shipped to a captive insurer within 90 days of the attacks so FOILs would bounce. Four mayors kept them from Congress, the Council, and the families.

The document that matters: the **Harding Memo, October 2001**.

City lawyers, 3–4 weeks after the towers fell:

• ~35,000 potential plaintiffs
• ~10,000 expected claims
• Health advisories that made people “return to the area too soon (**causing toxic exposure**)”
• Rescue workers given “faulty equipment or no equipment (i.e., respirators)”
• “Toxic tort cases that might arise **in the next few decades**”
• Ask Congress for a bailout fund + federal indemnification so the city doesn’t pay

Same week, publicly: the air is “safe and acceptable.”

October testing already showed asbestos not suitable for reoccupancy. Benzene. Lead. Caustic dust with a pH like lye. 2,500+ contaminants. Asbestos still turning up in July 2002, blocks from the pile.

2017: Cavalier County Job Development Authority (CCJDA) began negotiating to acquire the tactical core of the site.

2020: CCJDA completed purchase of the pyramid, bunkers, missile field, and underground power plant for $462,900, funded in part by a $600,000 North Dakota Department of Commerce grant. Hutterite Colony retained the remaining property.

CCJDA's stated redevelopment plans included a Cold War history/interpretive center, a drone technology research and business park, and an education/training hub.

July 2022: Data center developer Bitzero Blockchain Inc. acquired the pyramid from CCJDA, with a stated $500 million investment planned to convert the site into a secure data center, alongside an interpretive historical center.

The visible truncated pyramid rises roughly 75–80 feet above ground, but the full building is about 123 feet high overall, with a major portion (around 50–60 feet in various accounts) set into a massive excavated pit. The concrete walls are nuclear-hardened—about 4–5 feet thick higher up and reported as thickening dramatically toward the base (one local account familiar with the site puts the lower sections at up to 25 feet thick in places), packed with rebar.
