In 1787, the "Founding Fathers" gathered in Philadelphia to draft the United States Constitution. They sought to create a strong central government to unite the thirteen former colonial states. However, once the text was finalized, a group of politicians—the Anti-Federalists—objected: "You forgot to list our fundamental rights!"

Supporters of the Constitution (the Federalists) countered that this was unnecessary, arguing that the government possessed only those powers explicitly granted to it. Yet, the public and several states refused to ratify the Constitution without a written guarantee that the new government would not devolve into tyranny—like the British monarchy they had just escaped.

To break the deadlock, James Madison (who would go on to become the fourth U.S. President) promised to draft a list of amendments once the Constitution was adopted. He kept his word in 1789. Of the twelve amendments initially proposed, ten were ratified by the states on December 15, 1791. These first ten amendments constitute the Bill of Rights.
