I seen that too and just assumed that was a glitch because it literally said 0.01 percent on those 2 achievements im talking about on day 1 release and i had the premium early access. Plus u literally have to wait for the timed seasons to be able to get the "Historic Effort" achievement which would make that achievement impossible as of right now. But this what I just found as possible answers

The last 2 achievements i got left going to be a long grind to get but the "Maxed Out" achievement specifically going to be the most time consuming one to get to level 100 in the multiplayer Horizon-Play. As of right now its reported that nobody got those last 2 yet.
