RPSC सचिव रामनिवास मेहता सर आज सेवानिवृत्त हुए हैं। एक समय था जब आरपीएससी में परीक्षाओं का आगे बढ़ना और लेट लतीफी आम बात थी। हमारे असिस्टेंट प्रोफ़ेसर एग्जाम में हाई कोर्ट तक ने आगे बढ़ाने का आदेश दे दिया था पर मेहता साहब डबल बेंच में गये और उस वाकये को नज़दीक से जानने वाले जानते हैं कि वक़ील से ज़्यादा जानकारी रामनिवास मेहता के पास थी। परीक्षाओं को समय पर करवाना, परिणाम और साक्षात्कार में RPSC ने सच में रामनिवास मेहता सर के कार्यकाल में अभूतपूर्व काम किया है। एक ईमानदार अफ़सर जोकि कभी सत्ता के आगे नहीं झुका, जिसने साफगोई से अपनी बात रखी और विद्यार्थियों के हित को सर्वोपरि रखा। मेहता RPSC में तब आये जब चारों तरफ़ वो कीचड़ में थी और आज जा रहें है तब पुनः एक विश्वास, एक भरोसा इस संस्था में बहाल कर के जा रहें हैं। बड़ी न्यूज या खबरें भले ही आपको मुख्य किरदार न बनाएं पर आपके कार्यकाल में परीक्षा देने वाला और चयनित होने वाला हर अभ्यर्थी आपका शुक्रगुजार है। जैसा कि हम तैयारी करने वाले आपस में बात करते थे कि - 'किं हु जावे, एग्जाम आगे कोनी हुवे क्यूंकि आगे मेहतो बैठो है '। आगे जो भी आयेंगे उन पर बड़ी जिम्मेदारी है। क्योंकि एक शख़्स इस पद पर अपनी छाप छोड़कर जा रहा है।
नासिर काज़मी ने लिखा था कि -
दाएम आबाद रहेगी दुनिया
हम न होंगे कोई हम सा होगा
पर रामनिवास मेहता जैसा सचिव RPSC को फिर से मिले यह शायद किसी चमत्कार से कम नहीं होगा।

Prepaid Recharge Customers के साथ हो रही लूट का मुद्दा आज मैंने Parliament में उठाया।

(a) अगर आपका recharge खत्म हो जाए तो Outgoing Calls बंद होना समझ में आता है, लेकिन Incoming Calls बंद करना मनमानी है।रिचार्ज खत्म होते ही न कोई आपसे संपर्क कर सकता है और न ही आपके फोन पर OTP जैसे जरूरी मैसेज आ पाते हैं। Emergency के हालातों में व्यक्ति बेसहारा हो जाता है।

(b) 28 दिन का Recharge plan एक scam है। साल में महीने 12 होते हैं लेकिन रिचार्ज 13 बार करवाना पड़ता है (28 days x 13 times = 364 days).
Recharge plan की वैधता calender months (30–31 दिन) के हिसाब से होनी चाहिए, क्योंकि 28 दिन के चक्कर में लोगों को साल भर में एक अतिरिक्त रिचार्ज करवाना पड़ता है।

मोबाइल आज के समय में Luxury नहीं, बल्कि आम नागरिक की Necessity बन चुका है।

इसलिए टेलीकॉम कंपनियों को उपभोक्ताओं के साथ Fair और Transparent रवैया रखना चाहिए।

Brutal. Sickening. Inhuman. Heartbreaking 💔

This woman smashed two neonatal puppies to death and hung two others from a tree all because she had a personal fight with a family living opposite her. The dispute had absolutely nothing to do with the dogs, yet these helpless newborns became the targets of her rage.

When the rescue team reached with the police, she locked herself inside for nearly an hour out of fear. And when she finally stepped out, she used her own child as a shield, hoping no one would confront her or take strict action.

This is not anger. This is cruelty of the worst kind.

When a dog bites in fear or defence, it becomes breaking national news. But when humans torture and kill innocent animals, people often look the other way.

Such brutality cannot be excused. People capable of this level of cruelty must face strict consequences.

आज जब हम दुनिया के अलग-अलग हिस्सों…यूनाइटेड Arab Emirates, Dubai, Bahrain और Israel के हालात देखते हैं, तो एक बात साफ़ समझ आती है कि सुरक्षा और स्थिरता केवल धन या आधुनिक इमारतों से नहीं आती, बल्कि दूरदर्शी नेतृत्व और सशक्त रक्षा व्यवस्था से आती है।

आज दुनिया के कई हिस्सों में अत्याधुनिक डिफेंस सिस्टम भी चुनौतियों के सामने कमजोर पड़ते दिखाई दे रहे हैं। ऐसे समय में यह संतोष होता है कि भारत ने ऑपरेशन सिन्दूर के दौरान अपनी सुरक्षा नीति और सैन्य रणनीति को आत्मनिर्भरता और संतुलन पर आधारित रखा है।

Indian Army की सजगता, अनुशासन और पराक्रम, तथा प्रधानमंत्री @narendramodi नेतृत्व में सशक्त होती रणनीतिक नीतियों ने देश को एक मज़बूत स्थिति में खड़ा किया है।

मैं भले ही विदेश नीति की बारीकियों का विशेषज्ञ न होऊँ, पर इतना अवश्य समझ सकता हूँ कि भारत आज विश्व मंच पर आत्मविश्वास से खड़ा है। यहाँ सुरक्षा केवल हथियारों से नहीं, बल्कि सैनिकों के साहस, वैज्ञानिकों की मेहनत और नागरिकों के विश्वास से निर्मित होती है।

वक्त ने यह सिखाया है कि सच्ची ताक़त शोर से नहीं, संयम और तैयारी से बनती है।

सारे जहाँ से अच्छा, हिन्दोस्ताँ हमारा।

केंद्र सरकार ने सुप्रीम कोर्ट में ऐसी रिपोर्ट पेश की है जिससे अरावली का दायरा सिमट गया है। अरावली राजस्थान का केवल पर्वत नहीं, हमारा 'रक्षा कवच' है। केंद्र सरकार की सिफारिश पर इसे '100 मीटर' के दायरे में समेटना, प्रदेश की 90% अरावली के 'मृत्यु प्रमाण पत्र' पर हस्ताक्षर करने जैसा है।

सबसे भयावह तथ्य यह है कि राजस्थान की 90% अरावली पहाड़ियाँ 100 मीटर से कम हैं। यदि इन्हें परिभाषा से बाहर कर दिया गया, तो यह केवल नाम बदलना नहीं है, बल्कि कानूनी कवच हटाना है। इसका सीधा मतलब है कि इन क्षेत्रों में अब वन संरक्षण अधिनियम लागू नहीं होगा और खनन बेरोकटोक हो सकेगा।

पहाड़ की परिभाषा उसकी ऊँचाई से नहीं, बल्कि उसकी भूगर्भीय संरचना (Geological Structure) से होती है। एक छोटी चट्टान भी उसी टेक्टोनिक प्लेट और पर्वतमाला का हिस्सा है जो एक ऊंची चोटी है। इसे अलग करना वैज्ञानिक रूप से तर्कहीन है।

अरावली थार रेगिस्तान को आगे बढ़ने से रोकने वाली दीवार है। विशेषज्ञों की चेतावनी है कि 10 से 30 मीटर ऊंची छोटी पहाड़ियां (रिज) भी धूल भरी आंधियों को रोकने में उतनी ही कारगर होती हैं। इन छोटी पहाड़ियों को खनन के लिए खोल देने का मतलब दिल्ली और पूर्वी राजस्थान तक रेगिस्तान को खुद निमंत्रण देना है।

अरावली की चट्टानी संरचना बारिश के पानी को रोकती है और उसे जमीन के भीतर भेजती है। ये पहाड़ियाँ पूरे क्षेत्र में भूजल रिचार्ज का काम करती हैं। इन्हें हटाने का मतलब पहले से ही पानी की कमी से जूझ रहे उत्तर-पश्चिम भारत में सूखे को निमंत्रण देना है।

अरावली वह दीवार है जो पश्चिम से आने वाली जानलेवा 'लू' (Heat Wave) और थार रेगिस्तान को पूर्वी राजस्थान, दिल्ली और उत्तर प्रदेश के उपजाऊ मैदानों में घुसने से रोकती है।

यह फैसला पर्यावरण संरक्षण नहीं, बल्कि खनन माफियाओं के लिए 'रेड कार्पेट' है। थार के रेगिस्तान को दिल्ली तक जाने का निमंत्रण देकर सरकार आने वाली पीढ़ियों के साथ जो अन्याय कर रही है, उसे इतिहास कभी माफ नहीं करेगा।

विडंबना ये है कि सुप्रीम कोर्ट में यह सुनवाई इसलिए शुरू हुई थी ताकि अरावली को स्पष्ट रूप से पहचाना और बचाया जा सके। लेकिन केंद्र सरकार की जिस सिफारिश को कोर्ट ने माना, उसने अरावली के 90% हिस्से को ही तकनीकी रूप से 'गायब' कर दिया।

मैं सुप्रीम कोर्ट से आग्रह करता हूं कि आने वाली पीढ़ियों के भविष्य को देखते हुए अपने इस फैसले पर पुनर्विचार करे। यह फैसला सीधा विनाश को निमंत्रण देने वाला है।

🇮🇳 सवाल यह है कि क्या General Category में पैदा होना अपराध है?

2014 में IIT की सालाना फीस ₹90,000 थी, आज 2025 में यह ₹2,50,000 हो गई है। यानी 177% की बढ़ोतरी।

• क्या गुनाह है कि कोई बच्चा General Category में पैदा हुआ?

• क्या टैलेंट और मेहनत का कोई मूल्य नहीं?

• क्यों एक सामान्य परिवार को अपने बच्चे की पढ़ाई के लिए कर्ज़ और कंगाली झेलनी पड़े?

• रिजर्व कैटेगरी को भारी सब्सिडी, स्कॉलरशिप और राहत दी जाती है, लेकिन वही IIT में पढ़ने वाला General Category का छात्र भारी-भरकम फीस भरने को मजबूर है।

👉 यही कारण है कि देश के टॉप ब्रेन, जिन्होंने इतनी फीस और मेहनत से पढ़ाई की, उन्हें भी बेहतर अवसरों के लिए विदेश भागना पड़ता है।

Social justice is an oxymoron. Beyond that, true justice for marginalised communities doesn't come from lowering educational or recruitment standards. The former produces only literate morons, while the latter compromises governance, education, and progress.

Let me offer a representative example: Lowering recruitment standards for teachers under reservations has led to substandard teachers in government schools and a drastic fall in educational standards. As a result, those who can afford it send their children to private schools, while only the marginalised send theirs to government schools, where they receive substandard education. So, the main sufferers of this substandard education—due to low-quality teachers hired through reservations—are the marginalised themselves. Armed with barely any real education, just certificates, they are unfit for any employment except government jobs under reservation. But it's impossible for the government to provide such jobs to everyone. So, where is the social justice? This pattern applies to the health sector, governance, and beyond.

Education is the great democratising and uplifting force. Thus, the real path to social justice—whatever that oxymoron may mean—is to provide the best, high-quality education through free, compulsory, and intensive programs for marginalised children. This would raise their educational standards and equip them with the academic skills needed to compete with others. Once individuals gain the best education and skills, they will no longer be marginalised—and the same holds true for entire communities. Yet reservations actually deny them quality education, keeping them academically stunted and preventing true upliftment.

Even after 75 years, reservations have not delivered real social justice to the underprivileged. Because, most benefits have been cornered by the elite and privileged among them, generation after generation, or more advanced castes within that grouping. It is these "scheduled and backward" elites and advanced castes in that grouping who have vested interests and who cry foul about denial of social justice and discrimination whenever there's talk of revisiting the reservations—which have caused extraordinary damage to the very fabric of our society.

Caste-based electoral politics, a direct consequence of reservations, has created casteism and exacerbated social divisions, animosities, and the overall health of society.

As such, it is high time the country revisits the reservation policy in toto and devises more efficient, less divisive, non-caste-based affirmative action that truly uplifts the marginalised.
