Honest question: Why aren't Police or Sheriff deputies directing traffic at intersections with no power? I've seen *dozens* of intersections with police parked there, sitting, engines idling, not directing traffic. I recall living in Chicago and Washington, police would direct traffic in horrible snow, rain, heat, if stoplights went out. Again, this is an honest question, so perhaps there is a simple answer.

Some of my 9/11 memories: Within 24 hours, the paper dispatched me to NYC to help a fellow @Gannett newspaper with coverage. Packed a bag and jumped in my Dad's old Chevy Caprice and hit the freeway.
