To answer the questions, yes, S-Snake is white, and I hate that too, unfortunately Toei is making her whiter with each episode.

even at her darkest, she is nowhere near as dark as her fellow Seraphim

Lore wise she should not be this white and this is also another example of the animators seemingly thinking light-skinned characters are prettier which is extra weird since S snake is a child
