They decide, based on a number of variables, what they'll charge.
What they can charge at the top end is dictated by supply & demand, but they can choose whatever amount below that that they like.
They're not helpless - a rental price is a decision

A rental property is an investment in the property. The payoff isn't meant to be at the weekly expense of the tenant

For example, there's no public transport from Woodville to Palmerston North. Many people commute daily. The new road will have a toll. Add increased rego costs & the proposed new road user charges

Those roads are usually in poorer condition and costs to maintain them are high
