Throw in the centralised nature of our transport planning + administration.
Eg the sequential delivery of BusConnects is just bonkers.
@Archidub1@CorkCraneCount Seemingly its structural support is spread across all of the vertical beams which are only a few metres apart. Almost like a milk crate.
So you can't create anything like an open floor plan in the way you could with other silo buildings. And so it really can't be repurposed.
@HanneyDP All seems very aspirational. The original planning permission for the new Port of Cork included a requirement from ABP for a freight rail link but this fell away to be replaced by new M28 (I think on appeal). Would be curious to learn what route was envisaged for that rail link.
@Robcass78@kevburkeie Development Plans are varied constantly. It's not something controlled by the planning regulator.
But regardless, active travel projects aren't reliant on inclusion in Development Plans. They are reliant on councillor support though.

@rayofoghlu Aaaand Shandon tower has limestone on W+S faces with sandstone on N+E faces as those are the parts of Cork from where the respective stones hail.

Firstly, it's about rural towns in North Wales (comparing apples to oranges) and secondly the only "evidence" it identifies is 1 greengrocers opinion about a potential connection to something that happened 30 yrs ago!
