📢Public Awareness of Community Dogs
The Greater Bengaluru Authority (GBA) is committed to implementing the directions issued by the Hon'ble Supreme Court in Suo Moto Writ Petition (Civil) No. 5 of 2025 concerning the management of stray animals and wishes to clarify the following.
1. FEEDING OF COMMUNITY DOGS IS ALLOWED
Feed only at designated feeding spots. Additional feeding spots are being designated across all five city corporations based on the number of community dogs in each ward.
2. DO NOT RELOCATE OR REMOVE STRAY DOGS
Relocation or removal of community dogs by individuals, groups, or associations is prohibited and constitutes an offence under applicable laws
3. DESIGNATED RELOCATION PROCESS
As per the directions of the Hon'ble Supreme Court, stray dogs in the identified areas will be shifted to designated shelters by 05 Municipal Corporations through designated officers.
4. CRUELTY TOWARDS ANIMALS IS PUNISHABLE
It is illegal to harass, assault, injure or inflict cruelty on stray animals. Appropriate legal action will be taken against such acts.
5. NEED INFORMATION ON FEEDING SPOTS?
Residents can contact the Greater Bengaluru Authority Helpline 1533 to request for the identification of a designated feeding place in their area.
6. APPEAL TO CITIZENS
The Greater Bengaluru Authority appeals to citizens, Apartment owner associations and Residents Welfare Associations (RWAs) to behave with mutual respect and cooperation to promote community harmony and animal welfare.
7. FOR FURTHER ASSISTANCE
Contact the Greater Bengaluru Authority helpline 1533 or the Animal Husbandry Department officials.

CLARITY ABOUT STREET DOGS CASE
• Supreme Court has NOT allowed random removal, relocation, or killing of street dogs. The 131 Page order mentions ABC Rules 32 times as that’s the only practical & scientific solution.
• Community dogs are still protected under Indian law and cruelty against them remains illegal. Responsible feeding of street dogs is very much allowed & should be motivated as it leads to better coexistence. People need to behave humanely with Street Dogs rather than being aggressive towards them or scared of them.
• The Court has only allowed strictly regulated action in rare cases involving:
- rabid dogs,
- incurably ill dogs
(That too in accordance with ABC Rules 2023 & PCA Act)
• Even in such cases, action can only be taken through proper veterinary assessment and legal procedure.
• Sterilisation + vaccination under ABC Rules remain the main legal solution directed by the Court.
• No private person, RWA, society, or group can take the law into their own hands.
• Poisoning, beating, illegal relocation, abandonment, or killing of street dogs can invite strict legal action and may also amount to violation of Supreme Court directions. (Contempt of Supreme Court)
• Citizens can still approach Police, Animal Welfare Boards, or High Courts against any cruelty or illegal action against street dogs or themselves.
