1. President Bola Tinubu has signed a new Executive Order on virtual assets (things like cryptocurrencies and other digital assets).

The Federal Government has unveiled a $3.05 billion development package to ensure the benefits of ongoing economic reforms reach vulnerable Nigerians. The package combines the NG-CARES, SOLID, and HOPE programmes (HopeGov, HopePHC, and HopeEdu) to support small businesses, farmers, internally displaced persons, healthcare, education, and governance reforms, advancing the administration's Renewed Hope Agenda and human capital development.

Key highlights:

- $3.05 billion package to support vulnerable Nigerians and strengthen service delivery.

- $1.5 billion HOPE Programme launched to improve governance, healthcare, and education.

- $570 million HopePHC component to benefit 40 million Nigerians and help reduce maternal and under-five mortality.

- $562 million HopeEdu component to reach 30 million children, support 500,000 teachers, and benefit 65,000 public schools nationwide.

- $1.25 billion additional financing for NG-CARES to support smallholder farmers and small businesses.

- $300 million SOLID Programme to support internally displaced persons (IDPs) and their host communities.

- Implementation will be carried out in partnership with state governments, the World Bank, and other development partners, with legislative backing from the National Assembly.

The states own the land, but the FG owns what is underneath the land. What manner of illogical constitution is this? The communities, the LG, and the governors will frustrate him. He can sit in Abuja and dictate orders. Let's see how he will stop the communities. All the law enforcement agents he sends to stop them will join the bazaar. The "investors" would rather deal with the communities and cart away the minerals illegally.

It's the constitution that has made the sector unattractive to investors since 1960. Nigeria loses $9bn annually to illegal mining. It's this ame constitution that is majorly responsible. Is he a magician, or what will he do?

There is a reason why Australia makes $455bn export revenue yearly from solid minerals. Australia, like Nigeria, is a Federation of 6 states and self-governing territories. Mining is vested in the States. In the US, the federal and state governments have developed comprehensive regulatory schemes for mining. Mining royalties can be levied by LG, States, or Federal. Arizona is a top mining state. 75% of US copper output comes from Arizona. With $11bn in economic impact, $500bn GDP. Why can't Plateau, Zamfara, or Osun state be our own Arizona.

Why can't the FG propose revenue sharing incentive or tax the revenue generated from mining by the states. We can even start from a 50% state - 50% FG split. It is the FG that should form an SPV, not the states. The communities and the states own the land and whatever is underneath it. The same applies to onshore oil and gas.

We can't do the same thing over and over again and expect a different result. It's 6 decades for God's sake. You can't expect a governor not to react to people digging trenches and open pit mines in his state and backyard under the guise that they have a mining license from the FG.
