It's asking military members who are speaking publicly to diverse groups, to avoid using religion specific language so that people with different religions can interpret the message in accordance to their own faith.

@NorthrnPrspectv If you read the debate over the bill, you can learn a lot. The concern with this bill was that it may interfere with the current legislation regarding sex offences against minors. Bill C-14 also addresses consecutive sentencing so this bill was defeated.
