I was told it would take up to 14 working days before receive my voucher it has now been over 10 months can anyone advise me what my next step should be???

I was told this would take up to 14 working days before I receive it. , I am still yet to receive my voucher 28 days later . Can you rectify this before I need to go to small claims court.
