それは明確に「死体遺棄罪（刑法190条）」に該当する犯罪です。

日本では、死亡した場合は死亡届の提出、火葬許可（または土葬許可）の取得が法律で義務付けられています。

これらを一切無視して勝手に遺体を埋める行為は、単なる「文化の違い」では済まされません。

日本は高温多湿の気候で地下水位も高く、土葬は感染症リスクや土壌汚染の危険が極めて大きいため、明治時代以降、「火葬率99.97％」という世界でも稀な衛生基準を築いてきました。

それを無視した無許可土葬は、近隣住民の生活や公衆衛生を脅かす重大な問題です。

「宗教的慣習」を理由に日本の法律を曲げてよいのでしょうか？

法治国家である日本では、法律が全ての人の上にあります。

亡くなられたら、母国での埋葬を希望される方は、遺体を母国へ送還するルートを選んでいただくのが筋です。

警察・入管・自治体には、しっかり現地確認と法の執行をお願いします。

日本人と同じルールを守っていただくことが、真の「共生」への第一歩だと思います。
