Typical employment based immigration process in the United States

Worker: Can I get an employment-based green card?

America: Do you have a job offer? 

Worker: Yes.

America: Can you get prevailing wage determined to prove you won't be underpaid?

Worker: Done.

America: Conduct a recruitment process to see if there are any qualified Americans for this job?

Worker: Completed, no qualified Americans found.

America: Now submit all your documents proving you meet all the criteria for the job and immigration petition.

Worker: Done

America: Congratulations, your immigration petition is approved.

Worker: Great, can I have my green card now?

America: Actually NOW tell me where were you born?
