The change in status of Flo Balogun is in many ways consistent with the way FIFA operates in general -- a lot of rules, many of which seem unnecessary, but at the end of the day there is a smoke-filled room with a few guys who are given the authority to make decisions however they see fit without too much regard for what's written down.

VAR notifies the Referee to review the video for possible foul.
VAR shows Referee the incident in slow-motion, which is not appropriate under rules of VAR use -- replay should only have been show in regular speed.
Balogun is then given a straight red even though the foul was in the process of making a sporting play and his foot had to come down somewhere -- he could not keep it suspended in the air to avoid contact.
Match suspension of one game is mandatory for straight red card. Not subject to limited appeal provided for in the Disciplinary Code. Appeals are generally limited to mistakes by the referee such as mis-identification of the player at fault.
