It's a diversion to blame techonology from the failure by the institutions: the unions, the bureaucrats, the boards, the states, the education colleges. The Asians adopted the techonology but they have been affected far less than everybody else has, because they are more policy-insulated. They learn on their own, if schools are not very helpful, or they move to places where policies are less negative.
