That much is enough to set up businesses for people who beg. They will be able to earn a living for themselves. Elon earned that much with hardwork, he can't just donate it.

Even though gear 5 luffy doesn't have more destructive power, he certainly has greater hax. He can turn everything around him into rubber. His power only limited to imagination.
