In December, he drove around Minnesota with a camera and knocked on doors of daycare centers that were supposedly collecting millions in government funding. What he found was empty buildings, locked doors, and no children โ just taxpayer money flowing into what federal investigators believe may be a $9 billion fraud network. His 42-minute video got 138 million views on X. The US Department of Health and Human Services froze all childcare payments in Minnesota. By January, Shirley was testifying before Congress.
Then he went to California.
His new investigation alleges over $170 million in suspected fraud across daycare centers, hospice facilities, and home health care operations โ empty offices billing the government for services never rendered, operators living in luxury while taxpayers pick up the tab. He says California is bigger than Minnesota.
Newsom's response? His official state press office โ funded by California taxpayers โ posted an AI-generated meme on X depicting Shirley as a predator lurking outside a daycare asking to see kids. Not an announcement of an investigation. Not a promise of accountability. A smear. From a government account. Aimed at the journalist catching the fraud.

Newsom could have said: great work, how can we help, where are you going next so we can send someone with you? That would have been the response of a governor who works for the people. Instead he sent his press office to imply the fraud-hunter is a predator.
