The answer, of course, is that the rush to expand the country's transportation system has much less to do with the economic benefits of an expanded transportation system and much more to do with the need to shift investment out of China's already-excessive investment in manufacturing, which was itself the result of the need to shift investment out of China's excessive investment in property.

Since the contraction in China's trade surplus after the GFC, Beijing's consistent strategy has been to shift investment into another sector whenever excess capacity and debt has made the previous sector unsustainable.

But with property investment, infrastructure investment, and manufacturing investment already excessive, and the country's debt burden rising so quickly, it takes more and more imagination to find a new area of investment that can be justified.
