@TaxpayersUnion Central government keeps giving local government more to do. This is particularly the case for regional councils. Big things like long term plans. Little things like freedom camping bylaws. Ratepayers carry the can. So cap rates please. But cap central government demands as well.

Why should consumers that have a peak demand of 5kw pay the same daily charge as consumers with a peak demand of 50kw?

The issue is bottlenecks and restrictions that create speed disparities. All these things need work. But starting with increased speed limits is sensible.
