Market forces at all but the most junior end.

International market forces for doctors are a thing, whether you like it or not. The taxpayer will either have to pay market forces, or accept they have fewer doctors, or accept more international doctors.

What I can tell you is that the current funding model has failed. Either funding needs to increase directly from tax, or indirectly via insurance.
Or the NHS model needs to change, emergency only.
