A hedge can be too wide and block traffic, yes, that happens all the time. As for our meadow trial, none of it is supposed to impede critical sightline.

One gets a ticket if vegetation blocks traffic/visibility/utilities and owner doesn’t want to do anything about it. So no, I’m absolutely not going to draw any parallel with alcohol and drug addiction.

@AmanLoodu That hedge is probably too wide, not too tall. As in, so many alleys/streets/sidewalks are encroached upon by vegetation, enough to block circulation.
