The key point here is theres a 12,000 deficit. Yes I agree, these are unprecedented times so medical testing can change. But, the government can provide way more support during the medical testing process.

The NHS has 8000 ventilators. The NHS has an estimated a need of 30,000 ventilators. In response, the Government ordered a total 10,000 ventilators that have also not been medically tested.
