I have been an advocate for cancer patients for years, calling on the Government of Zimbabwe to buy radiotherapy treatment machines known as Linear Accelerators.
Zimbabwe has not had a single working radiotherapy cancer treatment machine in any of its public hospitals for over three years.

But sadly, Emmerson Mnangagwa and his cronies want to use the procurement of these machines to loot millions of dollars in public funds and convert it into their private pockets.

A concerned government official in the Ministry of Finance has shared with me documents showing how public funds are being looted under the pretext of re-equipping hospitals with radiotherapy machines and CT Scanners.

The procurement involves three types of medical equipment supplied by two local distributor companies.

Select Healthcare Pvt Ltd was awarded the contract to supply two Multiple Energy Linear Accelerators (radiotherapy machines) at a unit price of US$6,857,460.19, bringing the total for two machines to US$13,714,920.38, excluding service contracts.

Ordinarily, these machines cost around US$1 million to US$4 million for brand-new units, depending on specifications and extras. Medical equipment doesn’t pay customs duties.

High end models with advanced features like Volumetric Modulated Arc Therapy (VMAT) and Image-Guided Radiotherapy (IGRT) cost around US$4 million.

The same company was also contracted to supply two Wide Bore CT Simulators at a unit price of US$1,352,383.58, with a total cost of US$2,704,767.16.

Satewave Technologies P/L was awarded the contract to supply two Low Energy Linear Accelerators at a unit price of US$3,648,000.00, resulting in a total of US$7,296,000.00.

A unit price of US$3,648,000.00 for a Low Energy Linear Accelerator is significantly higher than typical global pricing.
Low energy linear accelerators from leading manufacturers such as Varian or Elekta typically cost around US$2 million.

The total cost of all the equipment before VAT is US$23,715,687.54.
With VAT amounting to US$3,557,353.13, the grand total comes to US$27,273,040.67.

This money will be looted without any noise because Zimbabwe no longer has a political opposition leadership, citizens would be made to ululate yet the same public procurement deal has been used to steal their money!

The silence by the political class is a result of a broader issue of political indifference or complicity in corruption, which further undermines the public's trust in government institutions and politics in general and hinders the fight against corruption.

So writing about this looting is now just for historical and documentary purposes, to ensure that future generations know we did expose this thievery.

To an ordinary Zimbabwean in Murehwa, the government has finally bought radiotherapy machines.
But to an educated, informed and well-connected Zimbabwean, Mnangagwa and his cronies have looted millions of dollars that could have bought more machines.
They have done so taking advantage of a public healthcare crisis that they created.

This is only the tip of the iceberg. Every public procurement tender contract is inflated like this, that is what has come to define Mnangagwa’s presidency; looting and plunder.

Zimbabweans are being treated like a hungry person who has not eaten for days and is then told that food has finally arrived.
They will not care how much has been inflated on the food bill by their cousin, they are too hungry to argue; they just eat.

ZANUPF has impoverished Zimbabweans to a point where it makes them feel grateful for anything it delivers, because they are starting from zero.
What Mnangagwa is doing with these over inflated tenders points to a systematic exploitation of the country's dilapidated healthcare system for personal gain by those he is in power with, and of course himself.

It is really tragic and particularly alarming that this is happening within a healthcare system that has been without functioning radiotherapy machines for over three years. Sadly, most of our people will only say, “pakaipa mudhara,” and move on!

🔸Quite frankly, nobody is safe from Zimbabwe’s death trap public health system.

Even if you have fancy, international medical insurance, all it takes is for you to have a car accident on a road trip out of town and require emergency critical care.

Before your loved ones can get to you, you will experience first-hand the painkillerless, medicineless, dripless, nutritionless, waterless, equipmentless, electricityless, blanketless, doctorless, bedless, nurseless, ICUless health delivery system that has been created by Zanu PF. The broken system will kill you before your injuries do.

The only thing that this Govt has given the people is tsikidzi. It’s a mess.

We need new leaders.🇿🇼

The problem isn’t him. It’s the fact that if he brings in billions to Zimbabwe, the monetary policies like IMTT over taxation and ZiG rules make it impossible for an investor to walk away with their profits or gains.

If you managed to raise $2million in investment and brought it through your Zim bank account, you will end up with $500k and ZiG … all in all under 1 mill. Zim is a crime scene.
