Labour were voted out before they had a chance to establish the Council, and National had no interest in doing it. Which brings us to 2017

Things have not gotten better since then. In 2011, 51% of people imprisoned were Mฤori; in June 2016, that number was 50.8%.

The SCA was passed by Labour in 2007. A panel of Judges would develop sentencing guidelines, ensuring consistency across Courts
