Multiple HoF voters have expressed shock that Belichick didn't get in. There was discussion of Spygate and Deflategate but they didn't think it was substantial and didn't believe there was significant opposition to him.

There are 50 voters, who fill out anonymous ballots and don't know the results. At least 11 left Belichick off their ballot.
